     Actual construction of the new Paintsville High School cafeteria on Second
Street could begin in less than a month after revenue bonds to help finance
the project are sold on Jan. 14th.
     Elliott Contracting, Inc. of Pikeville was the low bidder on the project and
was approved by the Paintsville Independent Board of Education in a special
called meeting Friday, Dec. 18.
     Board architect Bill Richardson recommended Elliott's low bid of $2,298,000
for the base bid and an additional bid of $27,128 for some alternate
construction, for a total of $2,325,128.
     Richardson said six companies considered the project, and five submitted
very competitive bids.  Elliott's low bid, according to Richardson, was due to
them doing their own mechanical, electrical, and plumbing work instead of
using sub-contractors.
     Once construction begins, the new kitchen/cafeteria annex should be
completed in 12 to 13 months.
     Joe Nance, the schools' agent for Ross, Sinclaire & Associates of
Lexington, addressed the Board about financing the project as part of the
school district's finance corporation meeting.
     On Nance's recommendation, the group agreed to the issuance of
revenue bonds totaling $2,585,000.  The Paintsville District will add
$500,000 of their own money for a total project cost of about $3,100.000.
     The additional costs are due to a slightly higher project bid, land/site
preparation, and the purchase and demolition of the adjacent Clark home.
     Nance said the state Department of Education should easily approve the
finance plan because the district was so sound financially.  In fact, he said,
as early as July of 2012 the system could take on another $2,500,000 project
if it were needed.
     Board member and local banker Joe Porter said that now was a good time
to begin the cafeteria project because, due to our nation's economy, this
was "about as low an interest rate environment as we've ever seen."
     All members were present except Ken Fuller due to illness.

     A special called meeting of the Paintsville Independent Board of Education
will be held this Friday at 11:00 am at the Board office to accept a bid for the
construction of the new high school cafeteria.
     All bids are to be placed by this Thursday at 2:00 pm and will be reviewed
by Board architect Bill Richardson.  Upon his and Superintendent Coy Samons'
recommendation, a bid for the project will probably be accepted by the Board.

Rotary Club Dictionaries

     Mr. Coy Samons, Paintsville Independent Schools' Superintendent and member of the Paintsville Rotary Club, handed out new free dictionaries to every student in Paintsville's fourth grade last week.
     Every year the Rotary Club distributes the dictionaries to all fourth grade students in all schools in Johnson County.
